The City of San Bernardino has a long and glorious history in the heart of California’s Inland Empire. Yet the City’s downtown has declined over the past 20 years after the loss of several major employers, distinguished primarily by vacant parking lots, commercial vacancies, a failed mall, and outdated government buildings. The Panel recommended strategies to revitalize the downtown area and prescribe specific implementation steps. Specifically, Ms. Artemel conducted a market analysis for the city and the downtown, and found that San Bernardino’s downtown needed to be repositioned to capture available regional demand both for commercial space and for residential units. After a presentation to more than 100 stakeholders, the City adopted the panel recommendation and has begun work to follow the panel recommendations.
