Artemel & Associates was retained by the Virginia Paving Company, a division of Lane Construction Company, to assist in their special use permit application to operate an asphalt plant at night in an industrial area of Alexandria, Virginia. The plan ran into significant opposition from residents who had recently moved into a new residential development in the vicinity of the plant. Artemel & Associates assisted the plant by working with its opponents and specifying a number of good-neighbor improvements. The firm then helped to convince most of the residential neighbors that the plant would operate cleanly, and with minimal nighttime disruption.
